often fragmented, it is especially important that they be able to analyze existing information, evaluate the credibility of sources, and identify new informational
needs in preventing and responding to threats. In addition, those gathering intelligence information need to be able to choose appropriate surveillance tools for
combating illegal activities that can be used to legally prosecute offenders.
