As you wrap up your program proposal, consider validation of your program. Although accreditation is not
available for all types of programs, there are validation opportunities for various processes that you can
consider. For a program to be accredited, it typically needs to be implemented. So while this is not something
you can obtain prior to starting your program, it is achieved most easily by planning for the process. Many
accrediting bodies offer guidelines, requirements, and expectations that you can incorporate into your
program plan. For example, if you know that you will need to show specific types of outcomes, you can
develop a communications and data management plan that captures the specific elements you will need and
generate reports that will support documentation for accreditation review. Accrediting bodies define quality
standards in an industry. They monitor those in organizations that aspire to meet these standards. There are
usually fees and a reaccreditation process that are associated with accreditation. Most accrediting bodies
require an application process, a fee, conduct a site visit and documentation review, then determine whether
your program or organization has met the published standards.
For the EMS industry, the Commission for the Accreditation of Ambulance Services (CAAS) is the only
accrediting body. However, it may not be the best fit for your program. If you will be developing a
communications or dispatching program, you may want to consider the International Academies of
Emergency Dispatch (IAED). For those programs based in emergency medical services education, the
Committee on Accreditation of Educational Programs for the EMS Professions (COAEMSP) may be a good
choice. If your program deals only with continuing education, having your courses approved through the
Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS), may be worth
consideration. By seeking to be accredited or approved as a service provider, you are communicating to your
community that you are a professional service committed to providing a quality product that meets established
standards for your industry. When one of those is not a good fit, but you are providing a business service in
your community, consider joining your local Chamber of Commerce or registering with the Better Business
Bureau. Some states may also offer an accreditation option for EMS related activities. These are things you
will need to research as you complete your planning and start the implementation phase to better prepare for
the possibilities.
As noted, accreditation or approvals do not come without cost. Aside from the specific fees associated with
the process, you will likely have to devote personnel time and cost to the process both for initial accreditation
and for reaccreditation. Your textbook highlights some of these costs in a comparison of costs and benefits of
the accreditation process on pages 465 and 466 (Table 16.3). As you consider the accreditation process,
costs must be taken into consideration as your funding is not unlimited. Although most individuals prefer to
think of programs related to the provision of healthcare as a purely human endeavor, cost is always a factor.
Financial support for the work being done must be taken into consideration in order for your program to
remain sustainable.

proposal. First, we considered how the community needs assessment would allow

services that may be unnecessary. Research was done to establish the scope and purpose of the program.
We evaluated the community resources and funding options available to help establish the program. A
timeline provided guidance on how to allocate those resources and when to expect future phases to be ready
for implementation. We looked at risk associated with the program, cultural considerations that should be
addressed, as well as any legal or regulatory restrictions that must be met. Policies and procedures were
developed to guide the process of implementation and ongoing operations of the program. We considered the
organizational chart, necessary initial training, and staffing needs for the program. Finally, we assessed
community resources that would be appropriate to engage in forming a coalition or creating partnerships to
assist with addressing similar community issues. We have considered what type of accreditation or validation
would be appropriate for the program. We are at the final phase of implementation.
In order to implement the program, you should review any funding awards to make sure that the
implementation activities are in compliance with previously established guidelines. Begin the process of data
collection and reporting to provide evaluation of the program from the start. Initiate the quality improvement
process that will provide information that will be shared with community partners and support collaboration
with stakeholders for your program. Although implementation is important, sustainability of your program will
keep it running smoothly for years to come. Sustainability activities include preserving your relationships with
community resources, continuing advocacy efforts and coalition work, as well as constantly evaluating the
program and making adjustments that ensure professional, quality work is being done. As part of program
sustainability, continued efforts to support education and training for the program’s professionals will help
keep both staff and services current and relevant for your community. Support accountability and
communication among staff and community stakeholders by being responsive to community needs and
concerns. Planning is the key to a successful program. Failing to plan is the key to successful failure. As you
complete your proposal, consider how you can support your program’s success through comprehensive
planning.

Introduction
Social exclusion is a multi-dimensional process involving denial or lack of necessary
resources, goods, human right, public services and limited participation in a normal relationship
and major activities available to the other community members. Social exclusion also involves
denial to participate in economic, cultural, political and social activities which have negative
implications on individuals’ quality of life, equity and cohesion of the whole society. Social
exclusion is based on the group, category or social class (Barnes & Morris, 2008). This paper
identifies explicitly relevant items to consider while developing a proposal in the following areas;
Initial funding and ongoing financial support
Prevention of the social exclusion program is very crucial in society and requires a lot of
funds. To ensure that the program becomes a success in the society, reliable sources of funds that
will sustain the program through is significant. The initial funding of the program will come from
my foundation the Guardian of Human Race Foundation that has been championing for social
justice for the last ten years. The money funded by GHRF will go into campaigning for the program
in the mainstream and social media. I will outsource for financial support from other Nongovernmental organization that has been operating in society and share a similar vision of an equal
society. Furthermore, I will seek financial support from the government. This fund will help to
cater for staff training and their transport to different areas in the community and payment of the
salaries to the staff and buying of required materials for collecting data.
Personnel staffing and management needs
Community works better with a person they understand and believes. To access more and
crucial information from the community will require staffs who can gain trust from the community
we intend to help. Building confidence in people is not an easy job but requires tolerance and
patience. The community has embraced the Guardian of Human Race been embraced by the
community. We will use the personnel working in the organization to spearhead the program.
These staffs will mainly comprise the technical workers such as data analyst, professional
interpreters, and managerial staffs. Community involvement in their development is significant,
and, therefore, the program will require some employees to come from the community. These
staffs will mainly have youths who are the majority of the locals. Gender, racial and ethnic equality
will also be highly considered. All staff members required to drive this project will total up to
around 150 workers.
Training and education
Different communities have different cultural behaviors. The entire personnel will be
required to have some basic knowledge of the community culture such as dressing codes for both
male and female, and the role of women in the various cultural believes to ensure the objectives of
the program are attained. The language barrier is a significant challenge that can slow down the
program. Therefore, all members of staff will be given basic Spanish classes which will enable
them to serve the target which has a high population of Mexican Immigrants. Collection of data,
and data analysis techniques is an essential requirement for the staff. Training the members on the
data collection and analysis technique will help in the evaluation of the problem. Data collection
in this process will use the Open Data Kit which is a data collection software that uses smartphones.
Therefore, every trainee will be required to have a smartphone as they join the training.
Legal, political implication and risks
Prevention of social exclusion program is likely to face political threat due to its equality
for all nature. Some minority communities such as Asian Americans and Mexican Immigrants
have been excluded due to lack of enough political representation. The program will be creating
awareness to the community of their political, social and economic rights. Soliciting for financial
support from the government poses a significant challenge because it will depend on the
willingness of the leaders to support the program and political benefits. The significant risk in this
program is investing in it and later on suffer from a financial shortage which is expected to come
from donors, well-wishers and the government.
Community integration, information, or stakeholder needs
Assigning roles to the community leaders such as religious leaders will be a critical aspect
to consider. Area administrators such as chiefs who have a better understanding of the community
will help in identifying societies and individuals who are excluded in their locality. Working with
church leaders, such church elders make people have faith in us and increase their cooperation in
the program (“Preventing social exclusion: What works and why? (PSE)”, 2019).
