Impact on the community
The mental health policy was created to benefit the mentally ill inmates who separately
needed medical help. As we all know, the environment in our jails may not be entirely
comfortable to any individual, and thus, some usually are psychologically affected by that
environment. Also, some inmates are were put in the cages when they were already mentally
sick. The policy aims at creating a system that can benefit this group of individuals. We all agree
that anyone can be mentally ill based on their various histories and it is not right to say that
Proposition Statement 56 is directed to a given part of the community.
Prison changes people, how they think, how they reacted to issues and many other simple
guidelines of a person. This, therefore, means that an individual may be subject to mental illness
and this is where Proposition Statement 56 comes in. The mental health policy is an open policy
which serves any individual equally despite their history or background. A woman, man, gay,
lesbian or any other individual is treated with an equal amount of respect and dignity. However,
different levels of treatments are given in different health scenarios. There are systems set in
place to identify inmates that need mental help. These systems can also give impressions on the
level at which an inmate has been affected.
The community, in general, is likely to gain from this policy as their friends and families
in jail will come out better individuals from the cages. Research has shown that over the years,
the number of prisoners receiving mental health has increased. Also, massive improvements in
the way the inmates carry themselves have been witnessed on many occasions. In case more
inmates receive this help, more members of the community will be aided with their problems,
and in the long run, sanity levels will have to improve in our society.
In prisons, physical and sexual abuse are everyday occurrences that often happen to the
inmates that are perceived to be weak. The health policy target this group of individuals as they
are more vulnerable to a mental health condition. Sexual harassment causes high levels of stigma
to the affected members. It may happen in various sectors of the society including night clubs
and some homes. The policy targets mainly ladies for they are the main subjects to sexual
harassment. In a prison scenario, however, the case is different since the environment there
favors a wide variety of illegal activity. It is right to conclude that any individual who has been a
part of any harassment in the past are targeted by this policy.
According to statistics, the middle and low-income earners are likely to benefit more
from this policy (Insert Citation). The cost of treating mental conditions usually are high, and
thus it is only rational to conclude that most low-income earners are not going to opt for it. Also,
the financially unfortunate group may find it hard to take care of any physical injuries, and we all
know that it starts from the body and moves to the brain. It means that these group of people are
more vulnerable and are, therefore, more likely to benefit from Proposition Statement 56.
Marginalization is one of the main reasons for depression among members of various
communities. This is because the marginalized individuals often feel neglected and lonely and,
and it is well known that depression usually follows loneliness. Physical illnesses like ulcers are
also common side effects of marginalization. Based on this reasoning, Proposition Statement 56
will target marginalized communities and individuals. This group is likely to benefit more from
the free mental health services offered by the government.

According to the World Health Organization (2001), hundreds of millions of people all
over the world are suffering from mental illnesses like depression and epilepsy. This translates to
over a million deaths a year from suicide which happens as a result of mental health problems.
The number of deaths is even more in prisons. This is the main reason why I feel like this policy
has come at the right time and that many people will greatly benefit from it.
The number of deaths will substantially reduce as more people will manage to see sense
in life and opt to do whatever it takes to survive. Also, subjects to mental health problems will be
taught how to cope with the situation (Birmingham, 2004). Restoring a person’s mental health
condition is likely restoring the whole person, and thus Proposition Statement 56 provides a good
number of people with the opportunity to live a restored life and develop wholly and centrally.
According to the investigation conducted by the World Health Organization on the
physical environ of an inmate in prison, it was concluded that prisons are generally dangerous for
an individual’s mental health. The adverse health environments such as overcrowding, violence,
and lack of privacy among others are the major contributors of the same. Despite this situation,
prisons still have to exist for it is one of the most effective ways of correcting mistakes. Since the
prisoners are humans just like us, it is only fair for them to benefit from a mental health policy as
the cages in which they are put contribute to the deterioration of one’s mental health.
In the past decade, mental illness in correctional facilities has become an essential topic
with difficulties and problems that need to be addressed. In Plata v. Brown, filed in 2001, the
The state conceded that deficiencies in prison medical care violated prisoners’ Eighth
Amendment rights and stipulated to a remedial injunction. But when the State had not complied
with the order by 2005, the court appointed a Receiver to oversee remedial efforts. Three years
later, the Receiver described continuing deficiencies caused by overcrowding. The judges in both
actions granted the request, and the cases were consolidated before a single three-judge court.
After hearing testimony and making extensive findings of fact, the court ordered California to
reduce its prison population to 137.5% of design capacity within two years (“BROWN v.
PLATA”, 2011). Due to this case, mental health and treatment in correctional facilities have
become an increasingly important issue.
Over the years, the lives of prisoners that have taken their treatment seriously have gotten
better. When Proposition Statement 56 is officially enacted, more prisoners will benefit from the
changes that they will be experiencing. For example, the quality of life and the health of these
individuals will improve. Also, cases of depression and sigma will reduce as the prisoners will
get a better understanding of their condition. In the long run, the prisoners will most certainly be
able to adjust and fit in society and thus reduce the chances of being arrested.
In conclusion, I am convinced the mental health policy aims to benefit and change the
lives of all the prisoners that are subjected to any mental condition. The benefits of Proposition
Statement 56 include a reduction in the number of suicides in the prison cells and anywhere else
in the world. Also, the quality of life in the community will improve as the released prisoners
will come home as better people with a clear understanding of the societal codes.
