Executive Summary / Abstract
Crime prevention programs are in integral part of fighting crime. The type of programs applied
and how they are implemented will reveal just how valuable a program can be to an organization
and the community. Crime prevention programs are important because according to the National
Institute of Justice (2019) community crime prevention programs or strategies target changes in
community infrastructure, culture, or the physical environment in order to reduce crime. Some
organizations may believe it is too costly to invest in such programs or lack the ability to finance
a proposal however, the value in the safety of our community, people, and their property cannot
be put into specific numbers. The investment placed in crime prevention programs such as
physical security can yield nothing less than positive outcomes leading to community
partnerships and trust with law enforcement organizations, reduce crime rates, reduced property
loss, personal injury, and the overall well-being of the people in our society. Investments to
crime prevention programs by private benefactors and Grantmakers can be very rewarding and at
the same time produce positive returns.

The increased crime rate within a quiet community has sparked outrage and demands for
change when local businesses were targeted for burglaries, thefts, and fraud schemes. One local
benefactor has even offered $300,000 for the development of a one-year crime prevention
program. In an effort to accomplish such task and to better understand the obstacles involved my
company known as 3D Crimes (Detect, Deter, Defeat Crimes) was designated to identify a
solution and tasked to conduct a vulnerability and physical security assessment of the
surrounding areas of the businesses within the community of Serenity. After completing the
assessment and the evaluation of businesses in the surrounding area it was concluded that the
$300,000 contributed would not be sufficient to accomplish the desired goal.
Grants/Funding
To accomplish the desired outcome of providing safety and security for the people of
Serenity and their property, supplementary funding will be necessary. The additional funding can
be acquired through various resources such as local, state, or federal agencies. Local resources
include funding from other willing benefactors, the City, or local law enforcement resources
guided under community policing and special programs. Law enforcement agencies already
focus on community policing and are able to acquire funding for crime prevention programs such
as from the Department of Justice’s Community Oriented Policing Services (COPS) grant.
According to The Department of Justice (2019), they also offer other funding opportunities to
support law enforcement and public safety activities in state, local, and tribal jurisdictions. The
state can also provide grants to aid in the development of community programs and obtain
necessary resources. Other forms of grants include the Edward Byrne Memorial Justice
Assistance Grant (JAG). The JAG program is the primary provider of federal criminal justice

funding to state and local jurisdictions by providing critical funding necessary to support a range
of program areas (Grants Office, 2019).
Team work strategies
After overcoming financial obstacles, we would then meet with community partners to
include local law enforcement agencies, business owners, and the general public to discuss the
crime prevention program, roles and responsibilities, goals, communication, current concerns,
business security practices, personal security education, and the practice of collaborative team
cooperation.
Resources
Upon completion of the townhall meeting with the various groups, the identification of
resources needed are addressed based on the initial findings from the physical security
assessment that was conducted. These resources include technological security systems (CCTV,
employee identification badges, security locks, intrusion detection alarms), signage,
environmental obstacles, access control, presence of private security, and after-hours police
patrol. The use of technological security systems is instrumental to the physical security aspect
of private businesses. They provide recorded documentation of daily events that take place
within the business and also serves as a deterrent to would be intruders. Whatever the size of the
business, physical security practices by employees are vital to the safety and security of
personnel and their property and if such practice is diminished the likelihood of falling victim to
crime is increased. Signage posted throughout the business property reading “property under
surveillance” or “security system active” would also let employees and customers know they are
safe and serve as a deterrent from potential criminal activity. The use of adequate gates, locks,
safes, and access control to the business increases the defense of the property and the people

within. The surrounding business property should also be well maintained. Trees, shrubs, and
trash should be clear from the surrounding perimeter of the building to prevent obstruction and
reduce the possibility of hiding areas. Sufficient lighting is also important especially during the
hours of darkness in areas accessible to the property. Areas monitored by surveillance cameras
should also be well luminated for safety and security purposes. Another component to good
security practices for businesses is to establish a working relationship with local law enforcement
authority or private security personnel. When police or security conducts frequent patrols of local
businesses it helps in developing good community relationships and deterrence to criminal
activity. It is also good practice to have police or security present when opening and closing
businesses daily. Lastly, security is everyone’s responsibility. The community’s cooperation
collectively is important, without it the desired outcomes from the crime prevention program
would not be achievable.
Upon completion of program implementation statistical data will be collected. The data
will be compared to information prior to program implementation to identify the effectiveness of
the program.
